1. Commitment to Achieving Net Zero 

Pathfinder Healthcare Development CiC is committed to achieving Net Zero greenhouse gas emissions by 2045 across its operations. As a small community interest company working to develop and improve primary care, Pathfinder recognises its responsibility to minimise environmental impact while delivering meaningful health system improvement.

This Carbon Reduction Plan outlines Pathfinder’s baseline emissions footprint, reduction targets, and the actions we will take to reduce emissions over time in line with UK Government guidance and NHS sustainability ambitions. 

 

2. Organisational Boundary and Scope 

This plan has been prepared using an operational control boundary, capturing emissions sources where Pathfinder Healthcare Development CiC has direct operational influence.

Included within scope 

  • Central office and co-working or shared workspace used by Pathfinder staff 

  • Energy use (gas and electricity) where under operational control 

  • Business travel and employee commuting 

  • Operational waste generated at Pathfinder premises 

​

Excluded from scope 

  • Client and partner organisation travel 

  • Upstream supply chain emissions from third-party contractors 

  • Landlord-controlled building fabric where Pathfinder lacks operational control

Exclusions are consistent with the Greenhouse Gas Protocol and NHS supplier reporting practice. 

 

3. Baseline Emissions Footprint (2025) 

Baseline emissions represent Pathfinder Healthcare Development CiC’s estimated greenhouse gas emissions for the baseline year, measured in tonnes of carbon dioxide equivalent (tCOâ‚‚e).

4. Current Emissions Reporting 

As this is Pathfinder Healthcare Development CiC’s first Carbon Reduction Plan, the baseline year also serves as the current reporting year. Future plans will report year-on-year progress against this baseline. 

 

5. Emissions Reduction Targets 

Pathfinder Healthcare Development CiC has set the following emissions reduction targets: 

Short-term - 25% reduction by 2030 

Reduce total operational emissions by 25% relative to the 2025 baseline. Key levers include transitioning to a renewable electricity tariff and reducing car-based business travel.

Medium-term - 60% reduction by 2038 

Reduce emissions through office energy efficiency improvements, active travel promotion, and sustained reduction in commuting-related emissions. 

​

Long-term - Net Zero by 2045 

Achieve Net Zero emissions for all material operational sources by 2045, in line with NHS and UK Government ambitions. 

​

Targets will be reviewed periodically to reflect changes in organisational size, office configuration, and improvements in data quality.

6. Carbon Reduction Initiatives 

Completed and ongoing 

  • Remote and hybrid working as standard practice, reducing commuting and business travel emissions 

  • Digital-first working models and virtual meeting platforms across all programme delivery 

  • Procurement of energy-efficient IT equipment 

  • Paperless office practices and minimal operational waste 

Planned 

  • Transition to a renewable electricity tariff at renewal 

  • Active travel promotion, including participation in the cycle-to-work scheme 

  • Formal tracking and annual reporting of business travel miles and emissions 

  • Engagement with office landlords to support building energy efficiency improvements 

  • Annual review of commuting data to identify and address car dependency

These initiatives are expected to deliver progressive emissions reductions over the next five years, with the greatest near-term impact anticipated from renewable electricity procurement and increased virtual working. 

 

7. Governance and Review 

Responsibility for carbon reduction sits with Pathfinder Healthcare Development CiC’s senior leadership. Progress against emissions targets will be reviewed annually, and this plan will be updated as data quality and organisational scope evolve. Given Pathfinder’s size, emissions reporting will be embedded within wider organisational performance review rather than maintained as a standalone governance function.
